Mainland Chinese needs decades to catch the soccer culture before actually entering the world soccer club. It is its soccer culture that they 1.4 billions people need to fall in love with, whether it is the money that energize the culture of participants in game or the only hope that the game is bring on the kids for their future. It is that urgency and urge of soccer culture. Cuba or Dominican Republic are producing tremendous amount of quality professional baseball players even there is only couple of millions populations and a poor nation because there is intense culture of love in baseball throughout their history and the urge and hungry of success. China did not have such culture and background. Its government will not able to institutionalize such culture, it will have to come within its new generation of society to generate the love of soccer deep into the love and soul of soccer. It is not just pick up the ball and start kickings and hiring coaches around the world, it is not that simple.

Chinese can't be any kind of superpower in the physical competition arena. They don't eat enough meat and dairy during their growing years to be big and strong enough to compete with other non-Asian nations that have proper nutrition. When compared to nations that eat lots of meat and diary, Chinese (Asians) in general are smaller and weaker. There are no Asians in any strongman competitions, WWE, WWF, heavy weight MMA, football, weight lifting, etc. In order to even have a chance, they need to adopt the white/black diet for their children (if they can afford to). Only then, maybe in a couple generations, if they stop being so small and weak, can they be potential contenders in physical competitions. Even the poorest parts of Africa where tribes raise cattle specifically for milk, the people are huge.

The problem with China is, sport is considered like a mean for national pride. Why does Brazil is the King of football? Because every kid is playing football on the street, you don't see this in China. In China, the government dictates everything because they hate to lose face in front of the world. They are ashamed that China can't even qualify for World cup when "smaller" countries like Japan or Korea can, so the Government will invest billions to not lose face. They will create an army of young kids playing football and maybe 1 or 2 out of 1M will be the next Ronaldo or Messi when all the others will be forgottent and their lives will become worthless.
